It was “based on a paper given at the Antittrust Seminar of the National Association of Business Economists, Cleveland, September 25, 1961.” In this illuminating essay, Greenspan credits Rand for his recognition of the principle that monopolies are created, not by the free market, but by “government subsidies and government restrictions.”
